This is false. Ancient Jewish texts I’ve studied for decades already defined Jews as a people. History does as well. As has rampant anti-semitism for millennia. Modern Zionism just captured the existing heart of the Jewish people - and Israel has always been the centerpiece of the Jews. It’s why Jerusalem is mentioned over 600 times in Jewish scriptures.
