He is not the root of the dispute or the standard for all Palestinians. Yes, he rallied people against Zionism and incited violence and hatred. But he was appointed by the British and was no longer even in Jerusalem by the founding of the modern Israel. He barely had any more influence by 1947. The Arab League even rejected him. He had a limited rule in a Palestinian government in Egyptian controlled Gaza for a short time.
